JOB DESCRIPTION

Reporting to the Livelihoods Program Manager, the selected person will be responsible for providing technical assistance to the Intermon Oxfam (IO) livelihoods unit, local partners and communities under the Livelihood Program in Ethiopia. This person will support in designing, formulating, implementing and monitoring the activities of the program particularly in small scale irrigation and community water supply.

Key responsibilities will be:

  • Support the Livelihoods program manager in strategizing the Livelihoods program both in the pastoral and highland contexts in integrated water resource management
  • Under the livelihoods program, formulate and design small scale irrigation schemes, community water supply
  • Follow-up and supervise the small scale irrigation and water supply infrastructures with local partners, government and the communities
  • Build institutional capacities for local partners, target communities and government departments on technical matters and administration of Water supply and small scale irrigation
  • Make inter-program support to integrate water resources management into the IO Livelihoods framework, DRR and the actual WASH realm in pastoral and settled contexts of the country
  • Appraise and organize more demanding donor technical and financial reports to the required standards
  • Evaluate impacts of the small scale irrigation, integrated water development schemes in the lives and livelihoods of people in all of the IO intervention regions with the local partners
  • Monitor and put in place reinforcement rules for program components with all the partners, allies and donors
  • Support the Livelihoods program manager with national level networking, partnership, constituency and alliance building
  • Involve in various studies, researches and monitoring, evaluation and (MEL) process
  • Document and share Livelihoods program lessons


REQUIRED PROFILE

  • BSC degree in hydraulic engineering, hydrogeology, agro-engineering or related water resources management fields
  • Proved experience in design/formulation and construction of large scale water supply projects, small scale irrigation design and construction
  • High level proficiency in using design software like AutoCAD, Water Cad, EPANET, etc
  • Experience in water resources development particularly in rendering technical expertise and building up social and technical competence of partners and communities for sustainability of water supply and Small scale irrigation schemes
  • Experience in developing and appraising water and irrigation projects/programs
  • Experience in project or program management, agri-business and agricultural products marketing and value chain is an advantage
  • Ethiopian with deep knowledge of the socioeconomic and political situation of the country.
  • Field experience in participatory planning, implementation, monitoring and evaluation of water and small scale irrigation projects
  • Proficiency in written and spoken English and Amharic
  • Computer skills (Office, Internet, E-mail).

 

WORKING CONDITIONS

  • Contract of employment: Fixed term contract of 1 year, renewable, according to Intermón Oxfam´s terms and the country legislation.
  • Working hours: 40h a week. Working hours depend on the functions to realise.
  • Availability of dedicating some week-ends, especially journeys for the supervision of the projects (working days recoverable)
  • Salary: According to Intermón Oxfam’s country standards.

  • Holidays: According to the working calendar in the country
  • Working place: Addis Abeba (with frequent travel to the regions)
  • Incorporation date: September 2010
