Functions
- To support the MRDI in defining its policy and strategies on public infrastructure provision and private sector development and ensure that it is coherent with the overall Regional Development Strategy and Action Plan
- To ensure good coordination and appropriate policy dialogue with the Ministry for Refugees and Accommodation and its supporting partners (DRC, UNHCR) on IDP issues.
- To provide technical assistance to the MDF to effectively manage and implement the public infrastructure component
- To assist the MRDI in identifying the most effective methodology to promote private sector development and provide direct technical assistance for initiating and implementing this programme
- To ensure that regional/municipal authorities and local communities are fully informed and involved in decision-making processes related to infrastructure rehabilitation and PSD programmes within their regions
- To assist the MRDI in identifying technical assistance needs related to the implementation of the Regional Development Strategy
ACF will work in coordination with the the MRDI, and other partner agencies to advance the goal of the project, develop strategies, share information and achieve the specific objectives.
Profile
- Masters degree or equivalent professional experience in the fields of governance, development or international relations
- Considerable experience of managing capacity building programmes, specifically in providing institutional support to government
- Demonstrable knowledge of regional development
- Experience of private sector development an advantage
- Experience in EU funded project/program management
- Good communication and training skills
- Proven diplomacy and representation competencies
- Significant proposal writing and donor report writing experience
- Strong analytical skills and strategic thinking capacity
- Adaptability and tolerance to stressful conditions
- Team player but with a strong sense of autonomous self-motivation
- Positive attitude and motivational people management skills
- Good computer skills: facility with MS Word, Excel, PowerPoint, and email/internet software
- English essential, knowledge of Georgian or Russian a considerable advantage
We offer immediate incorporation to a dynamic international network with the following remuneration package:
Remunerative Package:
- House and maintenance cover by the organization.
- Formal contract of work.
- Salary: from 1500€ to 2350 € gross per month according to candidate’s previous experience + responsibility plus ( according to standard list of ACF – Spain)
- ACF- Spain remuneration system allows a salary progression based on the annual development appraisal
- Travel costs to and from the mission.
- Per Diems.
- 25 working days of holidays per year.
- One week of breaks, (including travel cost to the reference zone, and 200 Euros to pass the week of break).
- Travel and accident insurance and repatriation on account of the organization.
Requirements:
